Creating a holistic approach to development opportunities on the tidal Thames is a core part of our Thames Vision 2050.

Working in partnership with stakeholders, we will transform the Port of London, already the UK’s largest, into a Net Zero port, with a river free of pollution and rubbish, supporting more passengers, freight, jobs, sport and with the natural Thames at its heart.

Drawing on the PLA’s unique mix of marine and planning expertise, the Masterplan engages with riparian councils and relevant authorities, businesses, sports and nature organisations to identify sites for economic development, for nature and biodiversity, and for tourism and physical activity. We are working borough-by-borough to develop a comprehensive map of the riverside in those council areas.

We’ve divided the sites into four categories that correspond to the Thames Vision: Trading Thames – locations that could help power the regional and national economies into the next century; Natural Thames – the vital home of biodiversity; Destination Thames – creating access to the river for recreation, sport and tourism; and Crosscutting Thames – key infrastructure locations on the river. Each site contains details on the context, responsible parties and links to additional information.

It is our hope that the Masterplan will capture all potential strategic opportunities on 190 miles of riverside, provide clarity in decision making and aid in investment decisions for government and businesses, as well give the wider public greater insight into planning.

What areas does the Masterplan cover?
It covers the full tidal Thames. This includes 22 local authority areas along the river.

Are you working with local councils and other bodies?
Yes. We are working with borough planning teams, the Greater London Authority, the Environment Agency, landowners and river based businesses. Their insight helps us understand local needs and future plans.

What are Safeguarded Wharves?
These are places set aside for river freight. They help move goods by water instead of road. This takes lorries off streets and supports cleaner transport.
